Hongsa Power Plant 100% completed, Xayaboury Hydropower 70% Completed








 Hongsa Power Company Limited (HPC)

Was formed in 2009 by Banpu Power Limited (BPP). Ratchaburi Electricity Generating Holding Company Limited(RATCH). And Lao Holding State Enterprise (LHSE).to develop and operate a 1878 MW lignite nine mounth power plant. Commonly called the Hongsa Power Plant. Upon its schedule completion in 2016. Hongsa Power Plant will become Lao PDRs highest-capacity power plant. Providing a sustainable source of energy for both Laos and Thailand.

 Apart from creating economic growth and prosperity for both aforementioned countries, HPC’s business goal also embraces social and environmental responsibility in all aspects of operations. By strictly adhering to internationally accepted Best Management Practices (BMP) and the World Bank’s environmental standards, HPC strives to make the Hongsa Mine Mouth Power Project the model mining and lignite-fired power plant that is truly environmentally friendly and conducive to sustainable social development.

 EXECUTIVE SUMMARY

The overall progress of the project implementation achieved 99.29% against 99.82% planned. Power Plant Unit 1 was completed and operated since 2 Jun 2015; Unit 2, 2 Nov 2015. Unit 3 is in test and commissioning period. The construction is slightly behind planned while the commissioning progress of Unit 3 is ahead planned.

Power Plant’s progress of this month was 99.34% against 99.97% plan or 0.63% delayed from the plan. The engineering progress was still 6.06% behind its schedule but it did not affect the construction work. The construction work progress was 99.91% against 100% planned while the commissioning progress was 98.83% against 99.01% planned. The main activities of each Unit were as follows:

  Unit 1 and Common System:

The construction work progress of Unit 1 and Common System was 99.86% or 0.14% behind of the schedule. The remaining work was only the punch list item. Currently it was remaining 14.08% of total Punch List . Furthermore, the significant PPA’s recommendations were moved to test prior to Unit 3 COD.

  Unit 2:

The construction work progress of Unit 2 was 99.99% or 0.01% delayed from the schedule. The remaining work was only the punch list items which were gradually rectified. Currently it was remaining 79.25% of total Punch List .

  Unit 3:

The construction work progress of Unit 3 was 99.90 or 0.10% delayed from the schedule. The commissioning work progress of Unit 3 was 96.05% or 0.72% ahead from the schedule. Unit performance test was conducted during 5-10 Jan 2016. Then 720 hrs. reliability test was started on 16 Jan 2016. Currently, Unit 3 was continuously performed PPA Test activities. Remaining significant tests of all Units in Engineering Procurement and Construction (EPC) contract are closely followed up such as;-

  • Worst coal test was performed on Unit 2 on 13-14 Jan 2016.
  • Auto Plant Startup and Shutdown (APS) system is remained, HPC reserve the right to claim compensation from CNEEC.

 

Some significant PPA’s recommendations were moved to test at Unit 3 such as:

Completed Test items:

  • The Inter Tripping Test (EGAT accept the function test report.)

 

Remaining Tests: the tests are required 3 Unit operation in the simultaneous periods.

  • Limited Energy Dispatch to EDL by Phase Shift Transformer (PST)
  • 3 Units Power Stability System Test
