Project Introduction

Nam Ou – First Phase Power Project in Lao P.D.R

As the largest tributary of Mekong River In northern Laos, Nam Ou River, with typical feature of mountain stream, is located in the plateau region from Luangprabang, the second largest city in Laos, to the border of Yunnan Province in China. Nam Ou River has entire drainage area of 26079 Km2, with 475 Km in length and an average gradient of approximately 2.5 %. It is planned to adopt the “two reservoir & seven-cascade “development proposal, and the investment and construction work will be divided into two phase project (Nam Ou 2, 5 & 6 ) has a total install capacity of the cascade hydro power Project is 1,156 MW, and average annual energy output is 5046 GWh. The first phase project ( Nam Ou 2, 5& 6 ) has total install capacity 540 MW, with an average annual energy output of 2114 GWh ( 2092 GWh net of the energy loss ) under joint operation of all cascade, and total investment of USD 1.035 X 109 . The development of second phase project ( Nam Ou 1, 3, 4, 7 ) will be undertaken at appropriate time depending on the circumstances of energy market in Laos.

            Nam Ou 2 HPP has a total install capacity of 120 MW and average annual energy output of 484 GWh. The reservoir has a normal water level of 325 m with a capability of daily regulation

Progress Investment Agreement and Financing

-  On March 5th 2014, NOHPC received the compensation proposal of Nam Ngay Hydropower Project from EDL.

-  On March 6th 2014, Mr. Hu Shengfeng, deputy general manager of NOHPC, led a team to participant in the second round meeting with EDL to further discuss the Nam Ngay Compensation Proposal, in order to reach an agreement on this matter as soon as possible.

-  On March 15th 2014, annual working meeting of NOHPC was hold in Luang Prabang. NOHPC summed up the experience and lessons in 2013 and discussed the working plan in 2014 and made detail arrangement for future work.

-  On March 18th 2014, NOHPC negotiated with EDL about the equity input of Nam Ou-First phase HPP and requested EDL to disburse the equity fund in full amount and on time.

-  On March 21st 2014, the representatives from NOHPC, Sinohydro Corporation Limited (Representative Office in Laos) and Management Department in Laos of Sinohydro Engineering Bureau 10 held a meeting to discuss and coordinate the issues regarding to the interconnection transmission line of Nam Ou 2, 5 and 6 HPP, for purpose of facilitating and accelerating the construction progress of such transmission lines.

-  On April 1st 2014, NOHPC obtained the letter from Department of Energy and Business (DEB) under Ministry of Energy and Mines (MEM) to acknowledge that all the Company’s CP requirements have been satisfied, indicating the Concession Agreement for Nam Ou-First Phase Power Project becomes legally effective.

Construction Progress in June 2015

Nam Ou-First Phase Power Project has been running smoothly in terms of construction. By the end of June 2015, Nam Ou 2 HPP completed 78.3% of its construction, while Nam Ou 5 and Nam Ou 6 completed 89.5% and 80.1% respectively.
